Some organizations have goals which are more or less standard based on an employee's given job type. For example, all employees on the sales team may be given a goal to 'Sell 46 widgets this quarter'. Rather than setup the same goal again and again, create a library in Manage Account > Job Types and copy for each employee.
What is 'Copy from Library'?
